I suspect not although perhaps they will make some available again at some point for those who haven't completed or started on them. For a full answer try contacting the game developers support as they should be able to tell you.

You can. When a new room event comes out, you have to complete the new room. You will be given access back to one of the rooms you did not previously complete. I was given the Easter room after completing the pool room ONLY WHILE THE EVENT WAS STILL GOING!! Its still temporary accsess time for the duration of the completed event 36 0 REPORT

I completed my cozy house and easter room, but i wasn't able to complete my left penthouse. They didn't even provided me with another opportunity. Guest Replied
They should allow you to go back and finish the expired rooms with extra time to finish them! Guest Replied
They should provide extra time to explore & finish the remaining room that had been expired. I wasn't able to complete my romantic restaurant & Thanksgiving porch.Guest Replied
