The double arrow >> indicates weapon's persistence against enemy's weapon. The weapon cancel out enemy's projectile and then hits to the enemy. There is a skill called "Obstinate shot" in Force category in the skill tree, enabling it grants your nonpersistent weapons to persistent weapon.
