How to max gorgon axe because it is stuck at 13/15 upgrade and can't upgrade it any more? My competatine rank is 245

You can’t upgrade the special items that drop from competitive chests. Have to open another chest again and hope for a better one. If you already have that item equipped when you open the chest, it raises your chances of getting a better version of the same item
