I read somewhere in JJs memoirs info that in the last 2 or 3 days of memoirs you can't get any new packets, could someone clarify this for me? Is it that you can no longer open your packets, or you just won't get any more through gameplay? Or something else?

After the deadline (November 1, 2021 for the 1st album), we will no longer receive packs or Companion Reminders.

Following the deadline will be a "cooldown phase" in which we can still open any existing packs we have, claim rewards, and spend Deja Vus. We do not know how long this cooldown phase will be.

After the cooldown phase, any remaining packs, Companion Reminders, and Deja Vus will be converted into a compensation reward sent to our game mailbox, so these items will not roll over to the next album.
