Yes it seems to be. You can spend money to try to get better ships but as its RNG you don't know if it will help.

Yes , you can spend money to get skins and get more crates but crates are RNG and you aren't guaranteed to get anything good out of them . This is the only non pay to win mobile game I've found. 0 0 REPORT

with enough money you're pretty much guaranteed to stomp on everybody, met plenty of whales already with ships so strong it's hard to even recommend the game because of how much stronger they are.Guest Replied
You can get a limited amount of loot boxes for "free" but you can buy as many as you like with real money, rng means nothing when your wallet is deep enough.Guest Answered:
Would not recommend. Boxes are RNG based, but players that put in ~$30 / month get so many more chances that players spending even $15 can't compete. That said there are unions of players that each spend hundreds and have all the best ships.
