I have level 5 characters in fairytale isle. Says place highest character to restore home. Well it doesn't. What do I do?

You might have already repaired the home?
To double check, look for the character at it's home and check if the surrounding tiles are unlocked.
If you have already, you are ready to transform it to a character of the next rarity!.
