Why does the game keep giving me the same portraits over and over?

Why does the game keep giving me the same portraits over and over? It's impossible to progress. It's ridiculous! They make the game a drag!

Because the game is a cheat. They claim it’s random but there NO WAY this is true. I earned over 20 portraits in binoculars game and there are 4 pictures with absolutely zero parts added to it. I’m refusing to play this anymore

I asked everyone on our team what portraits they were missing once they got up to 91%. Everyone needed the same portraits. 12 portraits 3 each so 36 possibilities. It's like a roulette wheel not ever falling on 3 numbers.

and once you get a needed portrait you then get it over and over and over and over and over ... and over
