Where do the plastic and paper grocery bags come from?

From the COUPON LEAFLET that comes in the Gift/Reward Area, at the top of the screen. It appears suddenly, and you must claim your Gift/Rewards to find it in the stack. I do not know when it appeared, but I worked over a month before I accepted gift/rewards to see it near the middle of the stack!
