Please how do I put the Herb Sack together?

Please how do I put the Herb Sack together? I have 8/9 and each one separately, how do I get 9 and put them all together?

I'm already level 40 and the Herbs store is already finished

You should have 2 of the level one sac to start merging them. Maybe it’s in your inventory?

Unfortunately, I do not have any types of bag in my inventory :(.

Level 1 looks like a pail or flower pot. If you only have one of them you may need to report it in the game as a bug.
