No, it's not a bug. It spontaneously drops a set number of items after every recharge. This type of spawn item is common enough in merge games, although this one is particularly virile. Think of it as a smiley generator: use it to create smiley faces through merging as much as possible, and once you merge to the max level item (tiara), you can sell it for more smiley faces since it's easy enough to make again.

Actually the best I have discovered is to wait and make 3 tiaras then an order automatically pops up and you can sell for way more smileys 1 0 REPORT
