My board is completely filled. I can not do anything. Every item I click on I take it to the bottom..

My board is completely filled. I can not do anything. Every item I click on I take it to the bottom and most say this is at the max. I can't sell it or discard them. Could someone please tell me how to get my board cleared. TIA (thank you in advance).
