I know it's done by upgrading buildings, but I upgraded everything and still have a spot that I cannot reach at this level. It seems like the level increased somehow, but I don't know how?

It's the same scenario for me on level 197. Next level opens up at 198 but to get there it appears I have to process a level, but there are none as upgraded everything.

If I can't progress further there is little incentive to keep playing.
