Use the Sewing Studio: Upgrade the sewing tools (button, zipper, etc.) until you reach the max level sewing machine. Upgrade the sewing kit to max level which makes cloth and thread.

When you have cloth, thread, and a sewing machine, click the sewing machine to use the cloth and thread to make clothes. The neckerchief is level 2.
