I just did it!
Merge all magic items to top tier. (Two of the roses).
You'll also need top tier of juggling pins.
Hat uses juggling pubs to give new items starting with "juggling act".
I might have actual name of items wrong .. bit that's what they look like. (currently have a stupid add blocking where I'm typing

Merge items to the magician hat from the circus cart, also get the three juggling pins and tap the hat to create the juggling act.
