How do you get the Blow Horn? It looks to be a combined drop from the Circus Wagon, but nothing I've done creates the item.

Max level to the magician’s hat, which together with the juggling thing produces clown acts. Sometimes with the clown act also comes a balancing ball. Merge two balancing balls to create the blow horn.

I’m doing that, but nothing is producing a balancing ball…does it only happen on rare occasions? I’ve done the magician’s hat heaps of times now and I’m getting nothing
