I have 2 large fishing nets and don't know how to merge them. You can't sell them either so what do I do? Is this a bug?

One is probably empty and the other is half way producing something. Empty both of them, they will merge.

They are the same and empty but do not merge 0 0 REPORT

You have to make sure both nets are looking exactly the same. If one net is empty and the other has in the green substance it won't merge. Both needs to be completely empty for the merge to take place.
