Is there any specific ratio of current queen ant level and how many soldiers you need to hatch while not over populating your nest? Everywhere is recommended to hatch as many as you can ant troops but overpopulating will cause issues. How I can find the good spot of having strong number of soldiers (shooters, carriers etc) and not over populating?

There’s no such thing as over population. So make sure to hatch as many as you can, that will boost your power too
