Need help chapter 4 level 9 train station. The map has all its pieces but some are not oriented the correct way. How to I move them so the are facing the correct way?

I was also very confused with that, but I would recommend trying to press each piece till one rotates and putting a piece in that spot to rotate them. I must be a glitch, because I just went back and I could rotate every single piece. Maybe swiping the app would help?.
