Why do the doubles apartments only have one tenant?

You have to add the second while adding the 1st tenant. I found how to add them on YouTube. Just googled it.

You can rent the doubles out to two people: before you confirm a tenant moving in, you can add another one.
You can’t add another tenant after you confirmed just one. You’d have to kick that sole tenant out so you can rent it for two.
