In portal quest how come mass destruction,stone guard,the birdbarian,and Oasis guardian only use 1arm..

In portal quest how come mass destruction,stone guard,the birdbarian,and Oasis guardian only use 1arm when fighting why can't they use both arms? During the fortress war why can't my heroes that won the fight be used in another fight?
