Where is the explosive barrel in the quest 'Boom'?

Not 100% sure, but I think they mean the guy that comes in the balloon and blows things up for you. There should be a question mark next to the quest step which will help you get to the correct location or purchase or manufacture any necessary materials.

You just have to keep searching the area, it's there, click the plants and rocks and you should find it.
