When merging alliances, does everyone in one alliance have to leave their alliance and join another or is there a button that allows for the two to merge instantly?

Wouldnt that be nice if there was such a button. No one alliance has to give up theirs and join the other one. Theerefore the one that has less reasearch, power etc should be the one to move their members to the other one to avoid unnessesary losses.
