How does stamina increase for beast workshop? It is at 0/9 and not increasing

the name is misleading, it doesnt increase/decrease over time, it's a given value for how much beast you can put to work at once, e.g. the turtle uses 5 Stamina normally, so if you want put more beasts to work you need to increase the stamina cap through increasing building level or reasearch, or reduce the stamina cost for beasts through research.
