When opening the community chest I sometimes don’t get the reward when I get picked. Do you have to be the first person picked to get a reward?

There is probably a bug. The app should solve itself and you'll get a reward next time you'll play hopefully. As Monopoly deals with errors in game when someone tells them (e.g customer service)
