What does it mean when you land on bank heist and property steal, and you get past their shields and your picture lands on there property, do you get their rent or can I build on it myself?

All that means is that you damaged their landmark and they will have to pay to repair it. Your avatar circling the landmark just tells the other player who damaged it. The one benefit to you is that you get more points and money for damaging another player’s landmark than if you are blocked by a shield
