Somehow I keep on getting targeted by the same person on bank heist. How is this possible?

Had 1 woman target me constantly. Literally 100 times a day. And over 400 times in total. I found out on here I could block / unfriend her. So I can now concentrate on other people that have been attacking me while I’ve been hell bent on revenge
