How do I get attacked when I haven’t even built any properties but I can’t attack people with no property?

You can't have your properties attacked it you have not built on them. But you can still have your bank raided! This happens to me loads. I never build until I can complete a whole level, but during that time my money is constantly zeroed be people making bank heists.
