Just figured it out! Gnomes are used to fix Cookie House level 8.

You need gnome level 1! I don’t know what level 2 gnomes do yetGuest Replied
It's different requirements everytime. Anywhere from 0-2 lv1/lv2 gnomes cherryblossom Replied
Each Cookie House requires different gnomes. Some only need a level 1 gnome, some only need a level 2, and some need both. Make sure to check its requirements or otherwise it won’t charge.Search for more answers for Merge Manor : Sunny House or ask your own here.
