There hasn't been any quests outside the garage that requires workbench tools...yet! They are always adding new things so it wouldn't be completely impossible if they decide to add some later as a quest requirement. Or go back and tweak existing quests to use workbench tools.
You could probably sell the tools themselves and keep the item that generates the tools.
