How do I allow captains to start Raids? My alliance captains can't do this.

You can change the rank level permission for this. Open Alliance. Select Alliance Members then select Edit. Change the setting "Rank needed to Launch Raids." Then hit Confirm.

There is no "rank needed to launch raids" in the select alliance members edit 0 0 REPORT
