Did the icon change for building in progress?

One of my team members thought it was new, but it looked the same to me. It looks like an alarm clock with a notch on tip in the middle, two smaller notches on either side at 1q and 1 o'clock, with a green line from a dot in the middle of the clock. The green line gets wider the more time has passed until it completely fills up the clock. Above and about halfway down the side of the clock is a black rectangle with the time posted in white as to when the decoration can be earned. I didn't think it had been changed, but I told her
