You game should be connected to Facebook and you should allow the June's Journey app access to your FB friend list. Your friend should do the same. Then you should appear on each other's bush exchange boat.
Another way is to be on the same team and exchange a bush. Then they should remain on your bush exchange boat as long as you exchange bushes, even if you 2 do not remain on the same team.
