If I purchase a 3-Star pack for 150 diamonds it says “Min. 1x 3-Star snippet or rarer guaranteed.” Does this guarantee that it won’t only be deja vu snippets? Will this actually give me a usable snippet to finish a scene? Or is this a money grab?

No, you are not guaranteed a unique snippet. Yes, this is a money grab.
