I need to unlock one last bit of land to have unlocked all of Orchid Island but when I tap on the map..

I need to unlock one last bit of land to have unlocked all of Orchid Island but when I tap on the map, there's a timer that says 15 hours and some minutes.

What does that mean?

The timers that appear on the map are referring to decoration that are in construction on that island.
