I can sell the gifted plant using the 2nd tab with the trowel, what happens if I pick the third tad with the steering wheel?

The 3rd tab with the steering wheel will take you the island of the one who gave you the plant, so that you can reciprocate.

You can't sell a gifted bush. The trowel will excavate the bush (dig it up) and you will get the gift hidden inside it, and the bush will vanish. As Ms Tearious said, the wheel will take you to the island of the person who gifted the bush so you can give one back.
