You should have been able to buy the Summer House after you have earned 1836 stars. To see your star accumulation, tap on the cash register and look in the upper right corner. At level 953, if you've collected 5 stars per scene, you should be well past the criteria. There may be a glitch. Try updating your game if you are playing on a mobile device. If the game is connected (backed up) on Facebook, then try reinstalling the game. If that fails, contact customer and give them your game user ID, located below the "help" button in the game settings.
