The only way a president can resign and leave is by appointing a new officer to take her/his place first. So the outgoing president must have chosen poorly. If the new president does not play and has not loaded the game for 30 days, the game will appoint a new president based on activity of officers/members. If you cannot wait that long, or if the new president loads the game periodically, then you should rally active players to start a new team.
