First section is free, then subsequent plots require 45, 50, 55, 60, 65, and 70 compasses, respectively. The remainder of the plots require 75 compasses. This is subject to change as it did for Marigold Island. Including the free section, there should be 37 plots for a total of 1017 decorating squares.

I think the compass requirement is way to hard.
