Will renovating the church count as me “using 35 materials” in the tasks for earning blue ribbons?

Renovating the Wedding Chapel will not count toward using 35 materials. The task requires you to use the building materials you see listed in Jack's Delivery Hangar. The only two ways to meet that task are to upgrade coin-producing buildings (3x3 or Estate) and to send Jack on a delivery.
