If I am in middle of construction in veiled vows but construction will end after time is up will I still get the final reward?

Ms. Tearius Answered:
No, you need to have construction completed before the deadline to get the final reward. You can either speed up construction using diamonds, or if you only lack a small number of points, buy a smaller item with a construction time that meets the deadline.
