Why do some players not get the same time-limited events as others?

Why do some players not get the same time-limited events as others? Another club member of mine did not have the last 2 Fairground Fortunes, while the rest of us did. We have always had the Sweep the Board and Detectives Needed at the same time in the past. This doesn't seem fair. Why wouldn't everyone be getting those same, extra events to earn snippet packs, beautifications, coins, diamonds, etc. while playing scenes?
That's just the way Wooga always releases new things, a slow-roll out. Only a small subset of players are trying out the new FF, so they can see if it works the way they want it. Why some players get neither of these makes me think they have some bugs to work out still.
