If you mean Village Harbor in Volume 1, Chapter 6, here is the walkthrough:

Get compact mirror

Move mirror twice to direct light in Sam's eyes

Pull lever to drop net

Get knife

Use knife on coiled rope

Use segment of rope to tie up Sam's hands

Get fuse

Install fuse in the slot on the left side of radio

Flip black switch to turn on radio

Open Book

Turn page

Turn left dial to "2"

Turn right dial to "3"
