Just recently I have been unable to upgrade property because I don't have enough wood accumulated. I'm in chapter 50 and never had an issue before. I very seldom get wood material from scene play or star boxes. Is this unusual?

Keep playing and opening star boxes, and they'll come eventually. It's not unusual to have a shortage of one thing or another, now and then.
