Sometimes when a check comes up indicating a completed build, I go to click on it and it vanishes. I don’t get my build or points for it but it took the cash out of my acct. What’s up with this?

That sounds messed up. Must be some glitch. If it doesn't return when you reload the game or its flowers value did not count, contact customer support, using the "help" button in the game settings (green gear icon). If you have screenshots, they will help.
