How can I exchange bushes with a friend that is not part of my leaderboard as they are 6 months behind? They do not want to do Facebook or join a club.

Besides being Facebook friends or a fellow club member, there is no other way for you to add them to you bush exchange list.

I have no JJ Friends on FB and have no problem gifting to people I know, even with other clubs. If you know the name they play by, go to your boat and keep scrolling down to find the names you want. Most likely, the name you want will be there.
