Ms. Tearius Answered:

Normally, if there are no technical difficulties on the developer's end, the new league week starts an hour after the last league ends. So if it ended at 9:00 am GMT, new league week should start at 10:00 am GMT. The start time is the same moment for everyone around the globe, regardless of time zones.

It generally ends in the middle of the night for a lot of us (for me PST) so a lot of us don’t know what time the last one ended. So if you know what time it ends each week and therefore what time it starts again could you let me know.
Thanks
