Are snippets given out on an Algorithm system?

I discussed the snippet algorithm with JJ support on day 3 of the memoir event because I was receiving nothing but Deja vu's already, which was illogical if a random generator was used to distribute the Snippets. I was informed that Snippets were pulled randomly from the available pool, which indicates to me they only release a certain amount of Snippets into the pool at a time.. unfair, my opinion. It also indicates to me they don't want you to complete the Memoirs unless you spend a lot of money to buy diamonds to buy snippet packs
