The February reward is Sailing In The Sun, but it won’t let me place it in the water. Are we supposed to put the sailboat on dry land?

You can only place it on the land and surround it with the "Stream" tile to make a lake.

Before placing the sailboat remove the water pieces already there till land shows, then place water pieces where needed around the boat.
