I am club President. Why would a New member straight away ask to be appointed Officer? Seems sketchy.

Agree, seems sketchy. They'd be safe from removal by other players (only the president can remove an officer) and they'd be able to alter club details and remove members. It's a powerful position and should only be given to those who have earned your trust.
