I’ve never been able to get more than 12 club members. If I remove an inactive player someone almost immediately joins to bring us back to 12, but it never exceeds 12. How do I change that?

Hmm that is a curious mystery. I would expect you'd be able to invite more players. Sounds like the game may be filling your 12th spot with random players who want to join a club. But why it stops at 12 is puzzling. Have you tried inviting players to join? There are FB groups dedicated to help teams find new members.
